Historically, Bartlett served as a hunting and camping ground for various indigenous tribes, including the Cherokee, Miami, Potawatomi, and Ottawa Indians. Over time, the territory saw claims from the Northwest Territory, Virginia, Indiana, Spain, France, and England. However, it was ultimately owned by Luther Bartlett, after whom the town is named. Luther and Sophia Bartlett recognized the potential benefits of establishing a station stop for their community. In 1873, Luther Bartlett contributed financially and donated half of his 40-acre woodlot towards the construction of a train depot, thus cementing the town's namesake. Bartlett later gained prominence as a leading producer of pigs, serving as its primary export for many years. A petition for incorporation was submitted in Springfield on February 11, 1891, and the village was officially incorporated on June 21, 1892. Bartlett witnessed significant population growth during the 1980s.

Bartlett has preserved its original railroad station, constructed in 1873, now serving as the Bartlett Depot Museum. The town was also known for hosting one of the largest Little League programs in the United States during the mid-1990s through the early 2010s, overseeing over 1000 participants under a single board. Bartlett boasts one of the nation’s largest individual Little League Challenger Baseball programs (Special Needs Baseball / buddy ball). In 2013, the Bartlett Little League Challenger Division, along with their Little League Illinois District 13 partners, became the 15th team from Illinois to compete in the Little League World Series, participating in the Challenger Exhibition game against California District 57.

Furthermore, Bartlett's arts council, Arts in Bartlett, organizes the village’s sole juried fine arts fair annually on the last weekend in June. The Bartlett Park District also sponsors the Bartlett Park District Youth Theatre Troupe, welcoming participants aged 8 through 18.

The Bartlett Public Library first opened its doors in 1973. Due to space constraints in the original building, the village acquired a new site in 1981, with the updated facility opening in 1983. The library underwent further expansion in 1995 with the addition of a second floor. Known for its cozy and inviting atmosphere, reminiscent of a cabin with its exposed wooden interior, the library underwent significant renovations in 2015. These updates included the addition of study rooms, conference rooms, and an art room within the youth and teen services department, alongside an expanded display area at the library's entrance.
